Job Purpose
The HSSE Manager is responsible for developing, implementing, and maintaining the Company’s Health, Safety, Security, and Environmental (HSSE) management system. The role ensures compliance with legal and regulatory requirements, promotes a strong safety culture, and drives continuous improvement in workplace safety, environmental sustainability, and security management across all operations.
Job Accountabilities
1. HSSE Strategy & Management System
- Develop and implement HSSE policies, procedures, and standards aligned with regulatory and industry best practices.
- Establish HSSE objectives, KPIs, and improvement plans in line with organisational goals.
- Lead the continuous improvement of HSSE management systems (ISO 45001, ISO 14001 or equivalent).
2. Compliance & Regulatory Management
- Ensure compliance with local laws, regulations, and statutory requirements related to safety, health, environment, and security.
- Liaise with regulatory bodies (e.g., DOSH, DOE, BOMBA, local authorities) on inspections, audits, and certifications.
- Maintain all HSSE documentation, permits, and reporting requirements.
3. Risk Management & Incident Investigation
- Conduct hazard identification, risk assessments, and implement control measures across all operations.
- Lead investigations of incidents, accidents, near-misses, and unsafe conditions.
- Ensure timely reporting, root cause analysis, and corrective/preventive actions.
4. Safety Culture & Training
- Promote a strong safety-first culture across the organisation.
- Design and deliver HSSE training, toolbox talks, and awareness programmes.
- Conduct safety briefings for contractors, vendors, and employees.
5. Operational HSSE Oversight
- Conduct regular site inspections and audits to ensure compliance and safe practices.
- Monitor contractor safety performance and enforce HSSE requirements at project sites.
- Oversee emergency preparedness, response planning, and drills.
6. Environmental & Sustainability Management
- Monitor environmental performance including waste management, emissions, and resource usage.
- Ensure compliance with environmental regulations and sustainability initiatives.
- Support ESG-related reporting and initiatives where applicable.
7. Security Management
- Develop and maintain security policies and procedures to safeguard company assets and personnel.
- Coordinate with security service providers and law enforcement when necessary.
- Manage crisis and emergency response protocols.
8. Reporting & Stakeholder Engagement
- Prepare and present HSSE performance reports to management and relevant committees.
- Provide recommendations for continuous improvement.
- Collaborate with internal departments, contractors, and external stakeholders on HSSE matters.
Minimum Essential Qualifications & Technical Competences
- Bachelor’s Degree in Occupational Safety & Health, Environmental Science, Engineering, or related field.
- Professional certifications (e.g., Green Book (DOSH), NEBOSH, IOSH, or equivalent) are highly preferred.
- Minimum 5–8 years of experience in HSSE roles, with at least 2–3 years in a managerial capacity.
- Experience in construction, property development, industrial, or multi-site operations is an advantage.
- Proven track record in implementing HSSE systems and managing compliance.
- Strong understanding of OSHA regulations, environmental laws, and safety management systems.
- Familiar with ISO 45001 and ISO 14001 standards.
- Competent in incident investigation methodologies (e.g., root cause analysis, HIRA).
- Strong leadership and stakeholder management skills.
